Helios, the question is a bit confusing, but i will try to do my best. The first ''qe'' means ''that''. (Gabim me ty qe rrija - It was a mistake ''that'' i stayed with you).
::The usage of ''ë''. The letter ''ë'' is used in handwriting and in official writing too. With the technology and computers, when we write something that is not official or not as important we just use ''e'' instead of ''ë'', and it is all because it's easier when we type it. If you have to include the ë everytime you type, then you either have to have your keyboard adjusted or you have to do the ALT 137 all the time.
